A technician identified as Kelvin Mutisya Mutava , who was assigned to tamper with the Central Police Station's CCTV, after Ojwang's death, has been apprehended in a police crackdown.
Kelvin, who is the second suspect to be arrested was traced in his Saika home on Friday, 13, Morning, said that he was paid Ksh 3000 by the Station's OCS to interfere with the footages that captured Ojwang before and after being brought in the station.
IPOA boss, Isaac Hassan told the National Assembly’s Security Committee that digital video recorder (DVR) logs indicated that the discs were changed and formatted on June 8, 2025, at 07:23:29 and 07:23:48 hours.
"The DVR logs indicated that the operating discs had been changed and formatted on June 8, 2025, at 07:23:48 hours and 07:23:29 hours,’’ said Hassan.
The IPOA chairperson further revealed it as an orchestrated scheme to take out Ojwang and delete any possible evidences .
“Somebody called someone to come and switch off a particular section, but he said he could only shut down the entire system,” Hassan noted.
Upon investigations, the Technician revealed that, he was the one contracted to fix the CCTVs in 2024, and was sermoned to the Station on June, 8, to delete the video footages in for 6th and 7th June , deletion was impossible and he had to format the harddrive.
“On June 8, 2025, at 6:22 am I received a phone call from xxx who requested me to proceed to Central Police Station immediately. Upon arrival she took me to the office of the OCS where the server/Digital Video Recorder (DVR) for the surveillance cameras is located," he said.
“The OCS was present and they requested me to delete the video footages for 6th and 7th June, 2025. I informed them deleting footage for specific days is not possible and the only option was to format the storage/ hard drive which would delete everything stored and restore it to factory settings,” Kelvin continued.
However, he did not touch the DVR system , and upon completing the task he was given Ksh3,000 by the OCS.
Later in the evening, the same female officer called him twice but he missed them.
The next day, the officer called him again,at 6:28 am, requesting him to come back with a new drive to replace with the original drive in the CCTV, and instructing him not to put on anything that would show that he is a technician.
“She further insisted that I should not wear a reflector or any clothing that would indicate I am a technician, " he furthered.
Upon, reaching the station, though without the drive, since the shops were still closed, he found that someone had tried manipulating the drive
“Since at that time the shops where I could source the hard drive were yet to open, I first proceeded there without a hard drive but only to find that somebody had already opened the DVR machine and hard drive interfered with since it was not the way I had left it the previous day."
The female officer then told him to return in the evening, but she called him at around midday informing that she had given his number to an IPOA official, who would need his help in retrieving CCTV footages.
In the stead, Kelvin, who was already suspicious following social media posts highlighting Ojwang's controversial death at Central Police Station, sent his colleague to help the IPOA official.
“I was also worried since I had seen on social media that a person had died while at Central Police Station under mysterious circumstances and taking into consideration the instructions I had been given by the OCS and Sharon to format and delete everything from the CCTV hard drive/ storage, " he said.
The Police crackdown, aims at four suspects but they have already arrested two, one , a police Constable at Central Police Station, was arrested on Thursday, the CCTV technician came next.
Ojwang was declared dead on Sunday 8, morning, the police claiming suicide but later investigations and autopsy revealed another incident of police brutality, he was murdered.
