Health Cabinet Secretary Aden Duale has stopped the salaries of 215 workers under the Universal Health Coverage (UHC) program with immediate effect.
The action follows a joint headcount exercise by the State Department for Medical Services and the Council of Governors, which found that the employees failed to present themselves for verification. Officials said the individuals were flagged as ghost workers or unqualified health professionals.
Out of 7,629 verified UHC staff, 7,414 will now be absorbed into permanent terms beginning September 2025. However, staff with disciplinary issues or absentee records will not be absorbed and will face review in consultation with the Public Service Commission.
Duale said the government will pursue further investigations to ensure recovery of any irregular payments and hold accountable those responsible for the recruitment discrepancies.
