KAMANGUYA RESIGNS DAYS AFTER REINSTATEMENT AS ICTA CEO

Stanley Kamanguya has resigned as the CEO of the Information and Communication Technology Authority (ICTA), just days after being reinstated by the High Court.
Kamanguya, who had gone to court to challenge the revocation of his reappointment by the ICTA board, stepped down less than 48 hours after returning to office. In his resignation letter addressed to ICT Cabinet Secretary William Kabogo, Kamanguya expressed gratitude for the opportunity to serve but offered no explanation for his abrupt departure.
His resignation brings to an end a dramatic leadership standoff that began in early July when the ICTA board rejected his reappointment, citing procedural irregularities, including a late renewal application and an improperly convened board meeting.
On July 25, the High Court ruled in Kamanguya’s favor, reinstating him and barring the board from interfering with his position. However, over the weekend, he not only resigned but also formally withdrew his legal case.
Following his exit, Zilpher Owiti has been appointed as the Acting CEO as the authority prepares to begin a fresh recruitment process.
Kamanguya’s sudden resignation has raised questions about internal dynamics within ICTA and the growing tension between government boards and Cabinet secretaries.
