Makueni Senator Criticized President Ruto and Parliament for Going Against The Spirit of Devolution

Makueni Senator Dan Maanzo has strongly criticized President William Ruto, accusing him of going against the spirit of devolution.

According to Maanzo, the President and Parliament have failed to support the transfer of key functions to county governments, making it hard for devolution to succeed.

He explained that many responsibilities that should be managed by county governments are still being controlled by the national government.

One example he gave was the construction of over 400 markets across the country.

According to the Senator, this should be the job of governors, not the President or the national government. “Market construction is a county function. When the national government takes over such roles, it weakens the counties and their ability to serve the people,” Maanzo stated.

Maanzo also directed criticism toward Parliament, saying it is partly responsible for the slow progress of devolution.

He claimed that many members of Parliament have forgotten their duty to protect the Constitution and instead focus on personal gain. “It is Parliament which is killing devolution. People have gone there to make money,” he added.

He warned that if national leaders continue to hold onto functions meant for counties, then the goal of empowering local governments will not be achieved.

Maanzo called on the government to respect the law and fully support county governments in performing their duties.
