RUTO ANNOUNCES NOMINATIONS OF AMBASSADORS, HIGH COMMISSIONERS AND CONSUL GENERALS

President William Ruto has announced a fresh round of nominations and redeployments within Kenya’s Foreign Service, aimed at improving performance and enhancing service delivery in line with the Administration’s Bottom-Up Economic Transformation Agenda (BETA). According to a statement issued on August 15, 2025, by State House Spokesperson Hussein Mohammed, the changes are intended to strengthen Kenya’s diplomatic representation abroad. The appointments, made in accordance with Article 132 (2)(e) of the Constitution, include Ambassadors, High Commissioners, Consul Generals, and Deputy Heads of Mission.

Among those nominated are Ambassador Galma Mukhe Boru to Addis Ababa, Ethiopia; Amb. Anthony Mwaniki Muchiri to Ankara, Turkey; Amb. Lucy Kiruthu to Bangkok, Thailand; Henry Wambuma to Bujumbura, Burundi; and Amb. Catherine Kirumba Karemu to Dar es Salaam, Tanzania. Others include Amb. George Morara Orina to Dublin, Ireland; Abdirashid Salat Abdille to Jakarta, Indonesia; Amb. Maurice Odhiambo Makoloo to London, United Kingdom; Amb. Joseph Musyoka Masila to Riyadh, Saudi Arabia; Amb. Edwin Afande to Vienna, Austria; and Hon. Florence Chepngetich Bore to Windhoek, Namibia.

In the category of Consul Generals, the President nominated Amb. Mohamed Ramadhan Ruwange to Arusha, Tanzania; Jayne Jepkorir to Dubai, UAE; and Judy Kiaria Nkumiri to Goma, DRC. Meanwhile, new Deputy Heads of Mission include Mr. Mohamed Amin Sheikh Nuh in Berlin, Germany; Amb. Kipkosgei Toroitich in Kampala, Uganda; Amb. Moni Manyange in Kinshasa, DRC; Amb. Geoffrey Eyanae Kaituko in Ottawa, Canada; Amb. Suleiman Ibrahim Roba in Riyadh, Saudi Arabia; and David Mwangi Karanja in Seoul, South Korea.

The President has forwarded these nominations to the National Assembly for vetting and approval, as required by the Constitution. This diplomatic reorganization follows months of behind the scenes changes, including the quiet withdrawal of former Kenya Air Force colonel Shem Amadi, who had been appointed ambassador to the Democratic Republic of Congo (DRC) in early 2024. However, his assignment stalled after DRC authorities declined to grant him accreditation amid deteriorating diplomatic ties between President Ruto and DRC President Félix Tshisekedi. Consequently, Amadi remained sidelined without an official mandate for over a year.

In an effort to restore diplomatic relations with Kinshasa, President Ruto nominated Peter Tum, formerly the Principal Secretary for Sports to replace Amadi as ambassador to the DRC on March 20, 2025.
