ALBANIA APPOINTS WORLD'S FIRST AI- POWERED MINISTER

Albania has broken new ground by appointing the first AI Cabinet Minister to oversee public procurement.

Prime Minister Edi Rama introduced the AI official, known as Diella — meaning “sunshine” in Albanian — during a Socialist Party gathering in Tirana. The digital minister will now be in charge of managing public procurement, a sector long plagued by allegations of favoritism and graft.

“This is not science fiction,” Rama said while unveiling the initiative. “Diella’s duty is to make sure every euro spent through tenders is transparent and incorruptible.”

Diella has been part of the government’s e-Albania platform, originally designed as a virtual assistant to help citizens navigate online services. With her promotion, she will now take on the task of approving tenders for everything from road construction to office supplies — a process that will run entirely through the AI system.

Her avatar, dressed in pink and white traditional Albanian clothing, remains the public face of the project, though officials have yet to clarify if the cabinet role will use the same digital design.

The government insists that entrusting procurement decisions to an AI system will eliminate human bias and political interference, ensuring decisions are based purely on data and established criteria.

But the decision has raised questions among critics. Legal scholars point out that ministers are traditionally accountable to parliament and the public — a responsibility difficult to assign to an algorithm. Opposition figures have also warned that relying too heavily on AI could reduce, rather than increase, transparency if the decision-making process is not fully open.

Cybersecurity experts caution that Diella could become a prime target for hackers, given her control over multi-million-euro contracts.

The appointment comes as Albania pushes for institutional reforms in its bid to join the European Union by 2030. Rama has framed Diella as a symbol of the country’s commitment to innovation and modernization.

Supporters view the move as a bold experiment that could inspire other nations, while skeptics argue it risks being more symbolic than practical without clear legal frameworks.

Regardless of its outcome, Albania’s decision has set a precedent that will be closely watched around the world. As governments explore how to integrate AI into public life, Tirana’s gamble highlights both the promise and the pitfalls of using technology to govern.

The real test will be whether Diella can deliver what human ministers so often could not: a procurement system free of corruption, prejudice, and inefficiency.
