BABU OWINO PROPOSES LAW TO CLEAR CRIMINAL RECORDS FOR REFORMED OFFENDERS.

Embakasi East MP Babu Owino has proposed changes to the Criminal Procedure Code to allow the expungement of criminal records for reformed offenders who have completed their sentences or paid fines.
Appearing before the Justice and Legal Affairs Committee on Thursday August 14, 2025, Owino said the amendment would give such individuals a fair chance at securing employment, noting that clearance certificates often lock them out of job opportunities despite having served their punishment.
The bill excludes serious crimes such as sexual and capital offences. Committee members, including Ruaraka MP Tom Kajwang, urged the inclusion of a two- to three-year monitoring period to confirm genuine rehabilitation before records are cleared.
Owino expressed willingness to incorporate the suggestion, saying the law should help former offenders reintegrate into society rather than condemn them to a cycle of joblessness and crime.
