TSC ROLLS OUT NEW FRAMEWORK TO STREAMLINE TEACHER TRANSFERS

The Teachers Service Commission (TSC) has unveiled a new framework to regulate teacher transfers across Kenya’s 32,000 public schools, with an emphasis on fairness, medical considerations, and minimal disruption to learning. The updated policy seeks to close gaps that in the past were exploited through questionable medical documentation. Transfers will now be determined by factors such as existing vacancies, equitable teacher distribution, and verified medical grounds.

Appearing before the Senate Education Committee, TSC Director of Staffing Antonina Lentoijoni noted that transfer approvals will be guided by available positions, fair staffing, and genuine medical cases. “Teachers can request transfers on medical grounds, but applications must include reports from licensed doctors, validated by school heads and county or sub-county directors,” she explained. “Local supervisors are better placed to verify such cases since they know the teachers personally.”

She added that some teachers, particularly those posted to hardship areas like Mandera, have in the past used dubious medical records to obtain transfers. Verification by field officers, she stressed, is essential before decisions are made. Committee chairperson Betty Montet highlighted the importance of a recent retreat in Mombasa, which reviewed teacher recruitment, staffing policies, and the transfer framework.

The guidelines complement TSC’s pilot e-transfer module, designed to enhance transparency and efficiency in teacher deployment. Acting TSC CEO Evaleen Mitei said the upgraded system—featuring automated matching, swap options, mandatory service tenure, and real-time notifications—supports the commission’s constitutional role.

Under the digital platform, teachers may now apply for transfers or swaps online. While the five-year minimum service requirement remains in place, applications may be considered after three years under special circumstances.

 

If no suitable match is found within 90 days, the search continues automatically. After 180 days, unsuccessful applicants receive a regret letter. Approved transfers generate digital letters sent directly to schools, streamlining the process and making it more transparent.
